The Council consists of 19 members representing employers, employees, professional and academic interests, as well as the Government. They are appointed by the Chief Executive of the Hong Kong Special Administrative Region to serve the Council effect from 22 August 2010. It is served by a Secretariat headed by the Executive Director.
The Council's major source of funding comes from the Employee's Compensation Insurance Levy. Other income includes cost recovery from our services such as the training courses, consultancy and secretarial services
